The Penguin found a home and base of operations at the Arctic World Pavilion in the abandoned Old Gotham City Zoo. The Penguin and the Red Triangle Circus gang form an unlikely alliance with amoral business mogul Max Shreck that sends Gotham City and its residents into a frenzy of terror.
